Jakarta, Indonesia, 2 Mei 2018 – Kota Dumai memang bukan merupakan wilayah penghasil migas. Namun, kota tersebut memegang peranan penting dalam rantai pendistribusian hasil produksi minyak mentah dari lapangan-lapangan migas di Provinsi Riau. Dumai memiliki pelabuhan di mana kapal-kapal tanker merapat untuk membawa dan mendistribusikan minyak mentah baik ke dalam negeri maupun tujuan ekspor ke belahan dunia lain.

"Pelabuhan Dumai yang dibangun PT CPI pertama kali dioperasikan pada 1958, atau sejak 60 tahun silam. Kehadiran pelabuhan ini kemudian turut mendorong perkembangan kota Dumai dan tumbuhnya industri serta usaha lainnya," kata Sr. VP Policy, Government, and Public Affairs Chevron Yanto Sianipar.

Sebelum dikapalkan, minyak mentah dari lapangan disalurkan melalui sistem jaringan pipa menuju tangki penyimpan atau disebut Tank Farm yang berlokasi di Dumai. Tangki penyimpan PT. Chevron Pacific Indonesia (PT CPI) berjumlah 16 unit dan memiliki kapasitas total 5,1 juta barel. Dari sana, minyak kemudian disalurkan ke kilang minyak Pertamina UP II dan ke kapal tanker yang merapat di pelabuhan. Pelabuhan CPI mampu mengisi empat kapal tanker sekaligus secara simultan.

Pelabuhan PT CPI merupakan yang pertama di Indonesia yang menerima sertifikat standar keselamatan International Ship and Port Facility Security, atau yang dikenal dengan ISPS Code, dari Direktorat Jenderal Perhubungan Laut pada Desember 2004. Pelabuhan Dumai bahkan telah menerima penghargaan internasional untuk pemenuhan standar yang tinggi “Gold Medallion” saat diadakan inspeksi oleh US Coast Guard dan Direktorat Gamat (Penjagaan dan Penyelamatan) Direktorat Jenderal Perhubungan Laut pada 2005.

Pada pertengahan 1950-an, Dumai yang terletak 180 kilometer timur laut Kota Pekanbaru dan 61 kilometer timur laut Duri merupakan sebuah desa nelayan kecil yang dihuni tidak lebih dari 5.000 orang. Saat itu, hubungan ke tempat-tempat lain masih sangat sulit, kecuali melalui air. Perjalanan Dumai-Pekanbaru, misalnya, memakan waktu lebih dari satu hari.

Denyut pembangunan mulai terasa sejak 1956 setelah CPI memutuskan untuk mengalihkan pelabuhan ekspor minyak mentah dari Sungai Pakning. PT CPI melirik potensi Dumai sebagai lokasi pelabuhan alternatif. Selain membangun dermaga minyak yang dapat dimasuki kapal-kapal besar, PT CPI juga membangun tangki penyimpanan minyak, perkantoran, kompleks perumahan modern, lapangan olahraga dan gedung-gedung sekolah.

Pada tahun 1958, PT CPI menyelesaikan pembangunan jalan Duri – Dumai, menyambungkan jalan raya Pekanbaru – Duri yang telah dibangun PT CPI sebelumnya. Selain untuk meningkatkan mobilitas, jalan ini dimaksudkan untuk mendukung perawatan jaringan pipa minyak yang membentang di satu sisinya dan jaringan listrik di sisi lainnya. Dalam perkembangannya, jalan Pekanbaru – Dumai kemudian dimanfaatkan juga oleh masyarakat umum, membuka isolasi dan memberikan kemudahan akses untuk mencapai berbagai fasilitas umum. Dengan adanya jalan ini, perjalanan Dumai – Pekanbaru bisa ditempuh hanya dalam tempo sekitar 4-5 jam.
